Index of Industrial Production (IIP) with Base Year 2022–23
The Geometric Mean Method is used for linking the 2011–12 series with the 2022–23 series. Linking factors are calculated at the General Index and sectoral levels.
The all-India IIP is a composite indicator that measures short-term changes in the volume of production of a basket of industrial products during a given period with reference to a chosen base period. The index is compiled and released monthly by the Ministry of Statistics and Programme Implementation (MoSPI) with a time lag of approximately 28 days from the reference month.
The new IIP series with base year 2022-23 reflects changes in the industrial structure of the economy, incorporates an updated item basket and weighting structure, and adopts improved estimation procedures. The revised series uses Producer Price Indices (PPI), wherever applicable, for converting value-based production data into volume measures to better capture changes in real industrial output.
SCOPE
As per the International Recommendations for the Index of Industrial Production (IRIIP) 2010 of the United Nations Statistics Division (UNSD), IIP is to be compiled for activities in ISIC Rev. 4 Sections B, C, D and E, i.e. (i) Mining and quarrying, (ii) Manufacturing, (iii) Electricity, Gas, Steam and Air-conditioning supply and (iv) Water supply, Sewerage, Waste management and Remediation activities. The new Indian IIP series with base year 2022–23 has expanded its scope beyond the earlier Mining–Manufacturing–Electricity coverage to include Gas Supply and Water Supply, Sewerage and Waste Management activities, thereby bringing India's IIP much closer to international standards and providing a more comprehensive measure of industrial production.

The elementary statistical unit for collection of data is the establishment (factory, mill, plant, mine etc.) and not the enterprise. Frame for selection of units is based on standard methodology and finalise in consultation with the source agencies which collect data from the factories. For compilation of IIP both large and medium factories are covered for collection of data by the source agencies.

INDUSTRIAL COVERAGE
The IIP with base year 2022–23 covers the following sectors:
• Mining & Quarrying
• Manufacturing (NIC Divisions 10–32)
• Electricity and Gas Supply
• Water Supply, Sewerage and Waste Management
The Mining & Quarrying sector includes fuel minerals, metallic minerals (including rare earth mineral) and non-metallic minerals (including minor mineral). The Electricity and Gas Supply sector contains renewable and non-renewable electricity generation and Gas Supply. The Water Supply, Sewerage and Waste Management sector contains a. Water Supply and b. Sewerage and Waste Management.
PRODUCT COVERAGE
The IIP 2022-23 covers 1042 items clubbed into 463 item groups under below sectors:
Mining & Quarrying (44 mineral with weight-11.053%)
• 34 fuel and MCDR minerals
• 1 rare earth mineral
• 9 minor minerals (minerals represent at least 90% of the output in 2022-23 of total minor mineral ouput as per national accounts)
Manufacturing: (414 item groups with weight 76.062%)

All those items which represent at least 80% of the output within each industry group at 3-digit industry of NIC-2008 have been included in the Item basket. The over-riding criteria for finalization of item basket have been the regular monthly flow of production data from the source agencies/collection authorities.

The weights for the four sectors (Mining & Quarrying, Manufacturing, Electricity & Gas supply & Water Supply, Sewerage and Waste Management) are based on share of these sectors in total Gross Value Added in the base year. The overall weight of the manufacturing sector is apportioned to the industry groups at the 2-digit, 3-digit- and 4-digit level of the National Industrial Classification (NIC), on the basis of the Gross Value Added (GVA) based on the results of ASI 2022-23. Weights to items have been distributed on the basis of Gross Value of Output (GVO).
USE-BASED CLASSIFICATION
The index is compiled for the following six use-based categories:
• Primary Goods
• Capital Goods
• Intermediate Goods
• Infrastructure and Construction Goods
• Consumer Durables
• Consumer Non-Durables
PRICE DEFLATION
Output Producer Price Index (PPI) is used as the deflator for the series.
COMPUTATION
• The IIP is compiled using the Laspeyres Index formula.
• Item-group indices are compiled using production relatives.
• Aggregation is undertaken using weighted arithmetic averages.
• The reference period is 2022–23 (Index = 100).
LINKING OF SERIES
The Geometric Mean Method is used for linking the 2011–12 series with the 2022–23 series. Linking factors are calculated at the General Index and sectoral levels.
FACTORY SELECTION
• Factories covering up to 80 percent of item-wise GVO are selected.
• A minimum of four factories per item is maintained wherever feasible.
• Additional factories are selected from subsequent ASI frames where required.
• Emerging and niche products may be retained even when the number of reporting units is limited.
TREATMENT OF NON-RESPONSE
Missing production data may be estimated using established statistical procedures until actual data are received. Revised and final estimates are incorporated in subsequent releases.
