Visual disability : Loss or lack of ability to execute tasks requiring adequate visual acuity is considered as visual disability. Visually disabled, for the purpose of survey, include (a) those who do not have any light perception - both eyes taken together and (b) those who have light perception but cannot correctly count fingers of a hand (with spectacles/contact lenses for those who are normally using) from a distance of 3 metres (or 10 feet) in good daylight with both eyes open.
