Enterprise Survey [en/oth]
The NSSO, since its inception in 1950, has played a major role in providing the socio-economic data needed- from all spheres of life-to formulate of a vibrant plan for social and economic development. The fifty-sixth round of NSS is earmarked for collection of data on economic and operational characteristics of small manufacturing enterprises in the unorganized sector. Annual round of survey on consumer expenditure and employment-unemployment will also be undertaken on a thin sample of households. The field operation of the round will commence on 1st July, 2000 and will continue up to 30th June, 2001
Objective of the Enterprise Survey: The main aim of the survey on unorganised Manufacture sector enterprises was to estimate size in terms of the total number enterprises, employment, fixed assets, operating expenses, receipts, value added, loans, gross value added per worker, etc. Information on other attributes like type of ownership, type of operation, number of months of operation, whether carrying out mixed/multiple activity, whether accounts maintained, etc. was also collected. The results pertaining to size, employment and economic indicators of the enterprises have been brought out in the first report*. This report, second in the series, presents the size and employment in brief, and the characteristics of the enterprises in terms of ownership, social group of owner, type of operation, months of operation, whether accounts maintained, nature of problems faced, etc.

The fifty-sixth round of NSS will cover all OAMEs, NDMes and DMEs except enterprises engaged in repair and maintenance of computer and computer based systems (NIC-98 code 72501), repair of office, computing and accounting machinery other than computers and computer based systems (NIC-98 code 72502) and maintenance and repair of motor vehicles [including washing and polishing etc.] (NIC-98 code 50200). These manufacturing enterprises/establishments are covered by the two-digit codes, called divisions, 15 to 37 (Tabulation category 'D') under NIC-98. Enterprises, registered under Sections 2m (i) and 2m (ii) of the Factories Act, 1948 (i.e. enterprises employing10 or more workers using power and those employing 20 or more workers without using power) are excluded from the survey coverage. Enterprises registered under Section 85 of Factories Act, 1948 will, however, be covered in this survey. In addition, enterprises engaged in cotton ginning, cleaning and baling (NIC-98 code 01405) not covered under ASI will be covered. Bidi and cigar manufacturing enterprises except those registered under bidi and cigar workers (condition of employment) Act,1966 and also covered under ASI, will come into the purview of survey coverage.
The survey of manufacturing enterprises will constitute the main enquiry of the fifty-sixth round. In addition, the annual consumer expenditure enquiry covering some key characteristics of employment-unemployment will also be carried out on a thin sample of four households in each sample village/block.

The survey will cover the whole of the Indian Union except (i) Leh and Kargil districts of Jammu & Kashmir, (ii) interior villages of Nagaland situated beyond five kilometres of the bus route and (iii) villages in Andaman and Nicobar Islands which remain inaccessible throughout the year.
Enterprises which are registered under Sections 2m (i) and 2m (ii) of the Factories Act, 1948 (i.e. enterprises employing 10 or more workers using power and those employing 20 or more workers without using power) and bidi and cigar manufacturing enterprises registered under bidi and cigar workers (condition of employment) Act, 1966 will not be covered in this survey. The enterprises mentioned above are supposed to be covered under Annual Survey of Industries(ASI).
In this round all the States and Union Territories except Andaman & Nicobar Islands, Dadra & Nagar Haveli and Lakshadweep are expected to participate at least on an equal matching basis.

As usual, a stratified two-stage sampling design has been adopted. The first-stage units are the villages (Panchayat wards in case of Kerala) in the rural areas and urban
blocks in the urban areas. The second-stage units are the enterprises for the survey of unorganised manufacture and households for the survey on household consumer expenditure.
Sample Size (FSU's) : The total sample size (i.e. total number of villages and blocks to be surveyed) at all-India level has been fixed as 14,072 for the central sample and 16,080 for the state sample.
Allocation of sample FSU's between rural and urban sectors : State/u.t. level total sample size (i.e. total number of villages and blocks to be surveyed) has been allocated between the rural and urban sectors in proportion to population as per 1991 census
with double weightage to the urban sector. All these allocations are rounded off to multiples of 8 in order to facilitate further allocation among different sub-sample and sub-round combinations.

ORGANISATION OF DATA IN THE WORKFILES FOR TABULATION PURPOSE
Data contained in different blocks of schedule 2.2 for each enterprise (SSU) are organized in tweleve separate workfiles as described above.
Each of the workfiles All201nr/u, All202nr/u, All203nr/u & All206nr/u are enterprise level files, which means there will be only one record for each enterprise. Enterprise level different characteristics are available in these workfiles along with identification particulars.
Workfile All204nr/u gives item wise (items 301 - 305) raw materials consumed and item 501 (total operating expenses). Similarly Workfile All205nr/u gives item wise (items 401 - 405) products nad by-products manufactured and item 503 (total receipts). These four workfiles give item wise records. Details are available in the layouts of these files.
Note: 1. Rural and urban work files have been merged and kept as Work file 1 to 6.
2. Each record of the work files has all the identification variables posted for tabulation purposes.
3. Data items have been arranged as per tabulation plan.
General
Each record contains sub-sample code both in byte positions 6 & 17. For sub-sample wise tabulation, code given in position 17 is to be used. For getting count of sample number of households for any parameter take count of only those records where sub-sample codes available in two places match.
Use of Multipliers
For generating sub-sample wise estimates
Actual multiplier = reported multiplier / 100.
For generating sub-sample combined estimates
Actual multiplier = reported multiplier / 100 if NSC = NSS
reported multiplier / 200 if NSC > NSS
where NSS and NSC are sub-sample wise and combined Ns counts respectively.

Data was collected as per the Questionnaire for NSS 56th Round schedule 2.2. There are 10 record blocks. Data editing, scrutiny and validation were carried out as per the scrutiny checks and corrected manually.
