The 42nd round was devoted mainly to an enquiry on 'Social consumption. The object was to make an assessment of the benefits derived by various sections of the society from public expenditure incurred by the Government.As the largest share of expenditure on social services goes to the area of education and health care, this enquiry was devoted mainly to the collection of informations and extent of their utilisation.This survey was conducted during July 1986-June 1987.

The required particulars regarding the educational services received by the households were collected in Schedule 25.2, from each sample household selected for this enquiry. In this schedule some general particulars such as age,sex,educational level attained,current enrolment status were collected for all household memers. For those who were currently enrolled in primary or higher levels,detailed information regarding course and level of study , benefits received and expenditure incurred was ascertained in seperate blocks of the schedule. In the case of members of age 5 years or more and not currently studying in any educational institutions but had once attended school, particulars about last course attended including whether they completed the course or not and reason for discontinuance was asked even those who had completed the last course. Lastly, the reason for non-enrolment was collected from those who had never been enrolled in an educational institution.
The information collected in this survey was related not only to those persons consuming educational services,but also to those who were not able to do so for various reasons.While the former will serve to verify some of the educational statistics compiled through oficial channels,th latter should help informulating corrective measures for further improving the dissemination of education.
The information on he educational attainment of each household member was collected in block 5 of schedule 25.2.Data adopting the same concepts were collected in other blocks also.Education categories were first divided in to general and technical streams.General education categories are divided in to - general course Arts/Humanities,Science , commerce, home science,oriental studies etc.General coursr stands for an integrated course of many disciplines such as those followed in schools.Technical eucatin categories are divided in to - Agriculture forestry Engineering Architecture Medicine Public health etc.The levels or stages of instructions considered form a combined list for both streams and were given increasing order of the level of education.

Basic sample design was stratified two stage with census villages and urban blocks as the first stage unit in rural and urban sectors respectively and households as the second stage units in both sectors.While the villages were selected with probability proportional to population with replacement, the sample blocks were selected by simple random sampling without replacemet (both in the form of two independet sub samples). The househlds listed in the sample villages or block divided in to two sub-strata; sub-stratum-1 consisting of households with one or more members enrolled at post-primary level,and sub-stratum- 2 of all the remaining households.These sample households were selectted circular systematically with the the random start from each sub-stratum (six households in all)

There was no deviation from the original sample deviation.
Sample weights were calculated and included in each of the data files
Variable 'Wgt_SS' refers to Multiplier for each Subsample.
Variable 'Wgt_Combined' refers to Combined Multiplier.
The schedule consists of 9 blocks as follows:-
Block-1: Identification of sample household
Block-2: Particulars of field work.
Block-3.: Household characteristics.
Block 4.1: Remarks by Investigator.
Block-4.2: Remarks by Supervisory officer.
Block-5: Demographic particulars
Block-6: Particulars of education for students currently enrolled at primary and higher levels.
Block-7: Particulars ofprivate expenditure on education for students currently enrolled at primary and higher levels
Block-8: Particulars ofeducation and activity status of persons aged 5 years and above currently not enrolled in educational institution.
