The National Sample Survey Organisation (NSSO) has carried out a number of all-India household surveys on employment and unemployment since its 9th round (May-September, 1955). All-India surveys on employment and unemployment are being conducted quinquennialy on a large sample of households from the 27th round (October 1972 – September 1973). Six quinquennial surveys have so far been conducted by the NSSO in its 27th round, 32nd round (July 1977 – June 1978), 38th round (January – December 1983), 43rd round (July 1987 – June 1988), 50th round (July 1993 – June 1994) and 55th round (July 1999 – June 2000). Apart from these quinquennial surveys, the NSSO collected information on certain key items on employment and unemployment, as a part of the annual series, from a smaller sample of households in each round since 45th round (July 1989 – June 1990) till 59th round (January – December 2003). The data in these rounds was collected through the schedule meant for household consumer expenditure.
An all-India survey on the situation of employment and unemployment in India during the period January to June, 2004 was carried out as part of the annual series in the 60th round of the National Sample Survey Organisation (NSSO). In this survey, a nation-wide enquiry was conducted in a moderately large sample of households to provide estimates on various characteristics pertaining to employment and unemployment in India and some characteristics associated with them at the national and state levels. Information on various facets of employment and nemployment in India were collected through a schedule of enquiry (Schedule 10). These apart, information on vocational training received by persons in the age group 15-29 were collected for the first time in NSS surveys.

In the present survey, there was a significant change in respect of the procedure of data collection and content of information as compared to the earlier annual rounds. Planning Commission, this time, submitted their additional requirement of measuring employment and unemployment in terms of current daily status approach. They also stressed the requirement of collecting information in respect of formal vocational training received by the youth to assess its volume and structure for future manpower planning, besides collecting information from persons who were unemployed on all 7 days preceding the date of survey on their employment, if any, in the past, status and industry of work, reason for quitting the job, etc. that were generally collected in the quinquennial rounds. These requirements of Planning Commission necessitated the designing of a separate schedule (Schedule 10) for collection of information on employment and unemployment situation in order to release the burden of the schedule meant for gathering information on household consumer expenditure. Therefore, the schedule on employment and Unemployment was canvassed in a separate set of sample households.
Summary description of the schedule
In the present round, Schedule 10 on employment-unemployment consists of 11 blocks. Of these, five blocks are similar to the ones used in usual NSS rounds. The first three blocks, viz. Blocks 0, 1 and 2, are used to record identification of sample households and particulars of field operations, as is the common practice in usual NSS rounds. Similarly, the last two blocks, viz., Blocks 9 & 10, are again the usual blocks to record the remarks of investigator and comments by supervisory officer(s), respectively. Of the remaining 6 blocks, Block 3 is for recording the household characteristics like household size, household industry, occupation, religion, social group, household type, land possessed and monthly household consumer expenditure, etc. Block 4 is for recording the demographic particulars as well as the usual principal activity and usual subsidiary activity particulars of all the household members.
The daily time disposition for different activities for each of the seven days prior to the date of survey along with the particulars of the activities will be recorded for each of the household members in Block 5. Further, the current weekly status (cws) will be derived from the daily time disposition data and will be recorded in this block. In addition, for the regular salaried/wage employee and casual labourers, wage and salary earnings will also be collected in this block. Block 6 is for recording the responses to the probing questions for those who were unemployed on all the seven days of the reference week. Such persons will be identified on the basis of duration of unemployment during the reference week recorded in Block 5.
Particulars of formal vocational training received by household members of a specified age-group and educational standard will be collected in the employment-unemployment schedule of NSSO for the first time. In Block 7, particulars of vocational training such as 'description of the field of training', 'name and address of agency from where training received', 'duration of the training' etc. will be collected. Block 8 is a worksheet to obtain the monthly household consumer expenditure, which is broadly in line with that used with the schedule 10 in the 55th round.

The survey covered the whole of the Indian Union excepting (i) Leh (Ladakh) and Kargil districts of Jammu & Kashmir, (ii) 768 interior villages of Nagaland situated beyond 5 kms. of the bus route and (iii) villages of Andaman & Nicobar Islands which remain inaccessible throughout the year. A few other areas of Jammu & Kashmir were also excluded from the survey coverage owing to unfavourable field conditions.

An outline of the sampling design: The sampling design adopted for the survey was essentially a stratified multi-stage one for both rural and urban areas. The first stage units (FSUs) were villages (panchayat wards for Kerala) for rural areas and NSS Urban Frame Survey (UFS) blocks for urban areas. The ultimate stage units (USUs) were households. Large FSUs were subdivided into hamlet–groups (rural)/sub-blocks (urban). Details of the formation of hamlet–groups/sub-blocks and procedure of selection of hamlet–groups/sub-blocks and then of households are also given in Appendix B.
Sampling Frame for FSUs: The list of villages (panchayat wards for Kerala) as per 1991 Census and latest lists of UFS blocks of NSSO were respectively used for selection of rural and urban sample FSUs. For selection of sample villages from the State of Jammu & Kashmir, the list of villages as per 1981 Census was used as the sampling frame. However, interior villages of Nagaland situated beyond 5 kms. of the bus route and inaccessible villages of Andaman & Nicobar Islands were left out of the survey coverage of NSS 60th round.

There was no deviation from the original sample deviation.
A total number of 7,612 FSUs (4,908 villages and 2,704 urban blocks) was selected for survey in the Central sample at the all-India level in the 60th round for canvassing Schedule 10. Out of these 7612 FSUs allotted for survey, 7424 FSUs could be surveyed - 4755 in rural and 2669 in urban.
second stage units: For Schedule 10, a sample of 8 households was selected and surveyed from each selected village and urban block. In the Central sample, 59159 households were actually surveyed – 37883 in rural areas and 21276 in urban areas. As regards the actual number of persons surveyed, it was 204403 in the rural sector and 99425 in the urban sector.
For generating any estimate, one has to extract relevant portion of the data, and aggregate after applying the weights.
Weights (or multipliers) VARIABLES are given at the end of record of each dataset. The weights (multipliers) are
WGT_SS for Sub-sample-wise estimation and WGT_Combined for combined subsample estimates.
All records of a household will have same weight figure. In case of those Blocks/Levels, where Item/Person Sl.No. is not applicable the field is filled up with 00000.
Use of subsample-wise weights (multipliers)
For generating subsample-wise estimates based on data of all subrounds taken together, either Subsample-1 households or Subsample-2 households are to be considered at one time. Subsample code is available in the dataset For generating subsample-combined estimates based on data of all subrounds taken together all households are to be considered.

The fieldwork of 60th round of NSSO started from 1st January, 2004 and continued till 30th June, 2004. As usual, the survey period of this round was divided into two sub-rounds, each with a duration of three months, the 1st
sub-round period ranging from January to March, 2004 and the 2nd sub-round period from April to June, 2004. An equal number of sample FSU’s was allotted for survey in each of these two sub-rounds.
