If this facility did not exist 5 years earlier but came into existence since then, code '1' will be recorded. If this facility was neither available 5 years before nor is available presently, code 4 will be recorded. If this facility is not available legally to the slum residents but is enjoyed by some of the households illegally, such as electricity obtained through illegal tapping, such a facility will not be considered 'facility available' and here also code '4' is to be recorded.
